Özet
The purpose of this study is to research the concept "mon cher" which is used from the Ottoman Empire to the present day. The view of diplomats has been discussed from a superficial point of view in the literature of history and international relations, but the reasons for this have not been emphasized. This study is intended to make an academic contribution to the transformation of the concept of "Mon cher". The first part of the study will look at the meaning in which the concept "Mon cher" is used and how it became a famous concept. The second part will examine the question of why the concept of Mon cher was attributed to diplomats. The final section will evaluate different perspectives on diplomats. The concept "mon cher", which is of French origin, is defined as "my dear, my friend" and a person who "imitates the West in his behavior". Although this concept has been used since the Tanzimat period, over time it has become a derogatory expression towards Turkish diplomats. During the transition from the Ottoman Empire to the Republic, the expression " ecnebiperest " (means foreigner) was used, especially towards Ottoman diplomats, and over time it was replaced by the expression "mon cher". This study claims that the concept of "mon cher" is a concept that has become famous today and has replaced the word dandy over time.
