Özet
Findings reveal that the Toledo PD has most of the features of the best practices whereas the Ankara PD did not. Afterwards, using two identical surveys in Ankara (n= 453) and Toledo (n= 296) police departments, we test whether officers from these departments have different views about the effectiveness and the objectivity of the performance appraisal systems in their departments. Multivariate regression analyses show that perceptions of the officers from both of the departments on the objectivity of the appraisal system varied substantially. Officers from the Ankara PD thought that their system was more subjective compared to their colleagues from the Toledo PD. Regardless of the departmental differences, more educated officers had the opinion that their appraisal system was subjective whereas higher ranking officers believed their system to be objective. As for the effectiveness of the appraisal system, there were no departmental differences, but the rank of officers played a role. As the rank of the officers increased, their perception of the system as being highly effective also increased.
